Sub Contract Buyer
Location: : York - Harrogate, Jobs4Network, Leeds, Wakefield, West Yorkshire, York
Rate: £ 13 to £ 18 (contract/temp (per hour))
The subcontract activity controls a spend in the region of £12M per annum and involves the subcontract of on site construction requirements.
The job holder will be a member of a multi-disciplined Project Team responsible for the supply and installation of building projects and as such, will be called upon to undertake cross-functional working as circumstances dictate and in order to ensure effective management of the work programme. In addition and in order to help deal efficiently with fluctuations in workload, the job holder will also service the needs of other Project Teams as required.
The Project Team’s activities are extremely diverse and the job holder is therefore expected to be able to react to the demands of an often hectic environment whilst maintaining a high degree of efficiency.
The job holder shall have a professional approach to purchasing and will probably be a Member of the Institute of Purchasing and Supply and must be able to communicate effectively at all levels.
The Project Buyer shall monitor and develop system applications to provide optimum benefit to the subcontract process.
The Project Buyer shall provide the required support in working with other key functions on projects intended for the development of new projects or the improvement of existing ones.
The role requires specialist knowledge in the area of purchasing. The Buyer will be expected to keep abreast of all applicable relevant contractual, legal and commercial requirements.
PRINCIPAL ACCOUNTABILITIES:
• To ensure that the best practicable price is obtained for subcontract requirements with due regard to quality performance and prevailing market conditions.
• To ensure that the goods and services are of acceptable standards and to agreed specifications.
• To ensure that the Company’s interests are adequately protected in contractual and commercial matters.
• To ensure that a strictly ethical relationship is maintained with all subcontractors and their representatives.
• The Buyer shall be familiar with legal aspects of subcontracting and apply this knowledge to good effect in dealing with contractual arrangements.
• The Buyer shall have good product knowledge and be conversant with its application in building projects.
• The Buyer shall be conversant with the subcontract trades related to his area of spend including the monitoring and researching potential new subcontractors.
• The Buyer shall develop the use of partnership principles with key subcontractors incorporating standard scopes of works and subcontractor KPIs.
• The Buyer shall be required to visit subcontractors and potential subcontractors both at their own premises and on construction sites.
• The Buyer shall have authority to sign subcontract agreements within the scope of their responsibilities.
• The Buyer shall measure the continuing effectiveness of purchasing strategies by regular reviews of the market place and any changes to internal processes that may impact on original sourcing decisions.
